IFI Honors Pekar, Tomalis & Surber with 2010 Soaring Eagles Awards

Jack Pekar, Joseph Tomalis and Donald Surber were honored with the Industrial Fastener Institute’s 2010 Soaring Eagles Awards.
Pekar, who is lead principal for PT&G Consulting, received the Ward Leadership Award for “vision and leadership in the development of quality standards which have contributed significantly to the consistency and reliability of fastener manufacturing.”
In 2002 Pekar was given ASTM International’s Fred F. Weinbruber Award for service on the ASTM Committee F16 on Fasteners. Pekar is director of continuous improvement/quality assurance at Allied Machine & Engineering Corp. of Dover, OH. During his career, which began in 1965, he was a member of the ASTM Committees A01 on Steel, Stainless Steel & Related Alloys, B08 on Metallic & Inorganic Coatings, E11 on Statistics and F16 on Fasteners.
Pekar has been active in the fastener and quality profession since 1964. His experience includes that of line inspector, supervisor, manager, and owner as he gained knowledge in his chosen profession.
He worked for such fastener manufacturers as Lamson & Sessions, E.W. Ferry Screw Products, and SPS Technologies.
Pekar is the author of three text books for quality and business improvement: Statistical Process Control for the Non-Technician (PT&G, 1986); Total Quality Management-Guiding Principles for Application (ASTM,1995); and Business Performance Excellence through Total Quality Management (ASTM, 2009).
Pekar has been a member of ASTM since 1976 and served as subcommittee chairman for F16.93, Quality Assurance Provisions for Fasteners, Vice Chairman of F16.01, Test Methods, and Main Committee Chairman of F16 on Fasteners.
He is a Fellow of ASTM International, and a senior member of SME and ASQC. He served on the Board of Directors of the American Association for Laboratory Accreditation (A2LA), and ASTM International (ASTM). Pekar also served on the Board of Examiners for the Baldrige National Quality Program during 2002-2004.
Tomalis received the Trowbridge Technology Award for “critical innovations in fastener tooling design and fastener manufacturing processes, and for his contributions to the development of recess headed screws.”
Surber, who is CEO of ATF Inc., was given the Case Meritorious Service Award for “outstanding leadership, twice having served as Chairman of the IFI, and the always wise and thoughtful counsel you have provided to both the IFI and to the fastener industry.” Surber was chairman of the Industrial Fasteners Institute for 1984-85 and 1997-98.
The leadership award is named after William Ward (1821-1900), a fastener businessman and inventor. His inventions include patents in 1850 and 1852 for open and closed die headers.
The technology award is named for Roy Trowbridge, an engineering standards director for General Motors, and the first major industrialist to recognize the importance of mechanical fasteners to the assembly function. As president of ANSI he helped develop the Optimum Metric Fastener System.
The meritorious service award is named after George Case Sr., (1882-1950). Case joined the Lamson & Sessions as a graduate mechanical engineer in 1904 and subsequently became president and chairman. In 1931 he was instrumental in founding the American Institute of Bolt, Nut & Rivet Manufacturers, which became the IFI in 1949.
