U.S. Commerce Department Finalizes AD Duty on Chinese Threaded Rod
The U.S. Department of Commerce announced the final results of its antidumping duty administrative review on steel threaded rod from China.
The Commerce Department calculated the weighted average dumping margin for IFI & Morgan Ltd. and RMB Fasteners Ltd 47.62%, and the margin for 68 other companies at 206%.
As part of the order, the Commerce Department refined its assessment practice in non-market economy cases. Pursuant to this refinement in practice, for entries that were not reported in the U.S. sales databases submitted by companies individually examined during this review, the Department will instruct CBP to liquidate such entries at the PRC-Wide rate. Additionally, if the Department determines that an exporter had no shipments of the subject merchandise, any suspended entries that entered under that exporter’s case number (i.e., at that exporter’s rate) will be liquidated at the PRC-wide rate.
The Commerce Departmet launched an AD duty administrative review on June 6, 2013, for the period of investigation from April 1, 2012, to March 31, 2013.
Merchandise covered by the order includes steel threaded rod. The subject merchandise is currently classifiable under subheading 7318.15.5051, 7318.15.5056, 7318.15.5090, and 7318.15.2095 of the United States Harmonized Tariff Schedule (“HTSUS”).
